Brief description of the organisation

Galician Ministry of Innovation and Industry has the competence to design and implement the Regional Innovation Strategy, currently the Galician Research, Development and Technological Innovation Plan 2006-2010 (IN.CI.TE.) has a general budget around 800 million Euros, focused on the regional R&D and innovation system. Plan designed as an instrument of public investment to revitalise private R&D and to develop R&D strategies in the long term involving stakeholders and expert approaches in the policy formulation process. The formal structure includes three types of R&D&I programmes (horizontal programmes- R&D human resources, general programmes of research and sector-based programmes) where government budget for R&D&I tend to be allocated according to the priorities of the scientific and technological policies of Galicia: the promotion of scientific and technological research, the dissemination of results and technology transfer, applied research, technological development, industrial innovation, and coordination of resources both in the region and national plans and those of other regions in order to increase the available resources in the Galician innovation system.

Previous experience in relation to the task attributed

XUNTA has been involved and contributes in different European projects as two FP6 ERANETS focused on funding R&D policy coordination, on Accidental Marine Pollution (AMPERA) and on Climate Change (CIRCLE) and INTERREG projects on innovation as Automotive Regions and REGINA on setting up of a lasting partnership for regional scientific, technological and innovation knowledge management in the Atlantic Area. In addition, XUNTA is promoting the development of 9 Clusters (Automotive, Timber, Shipbuilding, Aquaculture, Audiovisual Production, Granit, Biotechnology, ICT and Textil, etc) and the Technology Transfer as well as Technology Based Companies. XUNTA promotes the recent creation of 14 Galician Technological Platforms in strategic areas which are led by the industry, mainly, by clusters and technological centres, whereas the XUNTA is acting like motivator or facilitator of these platforms, among them to mention the regional technological platform on energy (R&D and technological activities emerging in this strategic policy). Nowadays XUNTA is involving in a network related to the Research and Innovation Working Group Atlantic Arc and ERRIN – European Regions Research and Innovation Network.

Short Profile of staff members undertaking project related work

Salustiano Mato de la Iglesia (representative of Directorate General of R&D and innovation at the Regional Ministry of Innovation and Industry in Galician Government). General Director of R&D&I of Galician Regional Government, officially designed by the Regional Government Council in 18/08/05 (Diario Oficial de Galicia nº 159, 19/08/05). Ph. D. Biology by the University of Santiago de Compostela and Postdoctoral studies about compost in Cornell and Rutgers University in the United States. Professional experience is related to the university world, among other responsibilities, Research Deputy Rector of Vigo University from 1998 to 2005. Member of the Sectorial Executive of R+D+i of CRUE.

Laura Rodríguez (responsible for the entrepreneurship and financial instruments). Senior Adviser on R&D&I European Projects at the Galician Ministry for Innovation and Industry. Economics Degree at the University of Santiago de Compostela in Spain. European Studies Master at the Université Catholique de Louvain in Belgium. Experience at the European Institutions in Belgium. Experience as a manager and coordinator on R&D projects which Ministry of Innovation and Industry is participating as a partner (AMPERA – FP6 ERANET, CIRCLE- FP6 ERANET and REGINA – Interreg IIIB). Through Direction General for Research, Development and Innovation she has gained valuable experience in the industry by dealing with innovation programmes and Technology Transfer as well as Technology Based Companies.

Main tasks attributed within the project

Improving the access to companies to different sources of financing is one of the main areas of interest identified, particularly through innovative and systems such the guarantees or venture capital (VC).
